How many offensive players can be inside the center circle for kickoff and where is this rule found?

All 11 as long as they are in their own half of the field. Look at Law 8 The Start and Restart of Play and see Kick-off. The only requirement for players NOT to be allowed in the center circle deals with the defenders as they must be 10 yards from the ball and, hence, outside the center circle.

The minimum number is one, the player taking the kick off as per Law 8 - The Start and Restart of Play. Law 3 - The Number of Players limits the maximum in the center circle to eleven.

As many as they want. They could have all 11 players in if they want. All players need to be on defending half until ball is in play.
