Can a goal be scored on the initial kick of a kickoff?

Since 1 July 1996 this has been true for any kick off.

Yes a goal can be scored off a direct kick off! Sign the fellow up for field goal kicker in pointy ball as it takes a good leg smack to do it!

Law 8 the start and restart of play
A kick-off is a way of starting or restarting play:
at the start of the match;

after a goal has been scored;

at the start of the second half of the match;

at the start of each period of extra time, where applicable.

A goal may be scored directly from the kick-off.
