This question is a follow up to question 13950

I thought that the only correction of an infraction committed outside of the field of play was a drop ball. If the spiking was outside of the touchline, then isn't that outside of the field?

The restart is throw-in because the reason for the stoppage was throw-in and the throw-in was never taken if the referee stopped everything to caution the spiker for delaying the restart of play.

You are right if the ball is in play and something happens off the field that requires the referee to stop play.

Justin...once a restart has been established that restart must occur. The spiking occured while ball was not in play so we resume with a throw in.

Justin, you're thinking about when the ball is in play. In question 13950, the ball is OUT of play. the restart has to be whatever reason the ball is out of play. In this case, a throw-in.
