Out of play seems to only apply to ball.
Are there any rules that specify that
the player must be in bounds when in
contact with the ball?

it is not mentioned exactly in law but the FIFA Q&A clarify much

Under law 3 Number of players they address these issues'
Question
1. A player accidentally passes over one of the boundary lines of the
fi eld of play. Is he considered to have left the fi eld of play without thepermission of the referee?
Answer
No.

Question
2. A player in possession of the ball passes over the touch line or the goal line without the ball in order to beat an opponent. What action does the referee take?
Answer
Play continues. Going outside the fi eld of play may be considered as
part of a playing movement, but players are expected, as a general
rule, to remain within the playing area

20. During a match, the goalkeeper sprints from the goal to stop an
opponent. He kicks the ball out of the fi eld of play and a throw-in is
awarded to the opposing team. The momentum of the goalkeeper
takes him off the fi eld of play and before he can return, the throw-in
is taken and a goal is scored. What action, if any, should the referee
take?
Answer
A goal is awarded since no offence has been committed.

3. While the ball is in play, the goalkeeper violently strikes an opponent in the area enclosed by the goal line and the goal nets. What action does the referee take?
Answer
The referee stops play, sends off the goalkeeper and restarts play
with a dropped ball at the place where it was located when play was
stopped. * subject to special circumstances in law 8
A penalty kick is not awarded, as the area in which the incident
occurred is not part of the fi eld of play.

Law 9 - The Ball In and Out of Play affords:

The ball is out of play when:

it has wholly crossed the goal line or touch line, whether on the ground or in the air

play has been stopped by the referee.

There is no mention of where the player[s] is/are. In this Game everything depends on where the ball is, not where the players are.

It is misconduct for a player to leave the field w/o permission by the referee. Players MAY HOWEVER leave the field if it is during the normal course of play to play ball. It is ok for a player to kick a on field ball from a position off the field.
