This question is a follow up to question 4939

My understanding is that the term "Club Linesman" refers to a person who is not trained/certified as a referee but is acting as an Assistant Ref. Usually a parent of a player on one of the teams playing the match. I have also been taught to allow them to only call the ball in and out of play along the touchline. Is my description of their duties incorrect?

Your basic understanding is correct although you can use ANYONE as a club linesman even another referee that happens to be in attendance. When you hand a flag to a Club Linesman your instructions are to be "I only want you to tell me when all of the ball has crossed all of the endline or touch line. Anytime that happens, you raise your flag. Do not give directionals, do not call fouls and to not call offside." I usually tell them to stand at the corner flag so they can see all the touchline and end line

Yes, correct. This also refers to a certified referee who has offspring or a sibling on one of the teams.

Yes, you are right. In emergency situations they can be used and must be given SPECIFIC INSTRUCTION to raise flag when whole ball is over line.
