during a drop ball,is a player alowed to pull the ball back once it hits the ground or does he/she have to kick it

Nope. They can touch the ball as many times as they want in a row. Pulling it back is ok.

The ball is in play once it hits the ground. At that point either player may do whatever he likes with his feet. If it's the keeper inside his own penalty area, he may handle it.
