This question is a follow up to question 9543

Where does the sholder end? Can you hit the ball with the top of you sholder? the part next to your neck? Please be specific.

Answer provided by Referee Chuck Fleischer

Yes you can. However it is nearly impossible to control the ball with that region, control only happens when the arm gets involved and most referees know that. If the ball bounces off that area, fine. If it looks as if it hits that area but there is a controlled movement or direction the ball goes we have just seen deliberate handling, in other words: foul play.
