This question is a follow up to question 12298

Re: Kicked and moved means there is discernible movement of the ball when the player uses his foot to "kick" it. The goal is valid.
I was told of an IFK where the first player holds the ball between his feet and lifts the ball into the air for the second player to volley the ball into the goal, this has been considered illegal. The ball is supposed to move along the ground first. If this is true then a tap on top of the ball should be considered insufficient rather than discernable movement.

US Soccer seems to have reversed itself recently on this subject. The latest Advice To Referees states that tapping the ball on the top is not sufficient to be considered "kicked and moves". But, in a more recent question on their official Q&A website, they allow it. So, I would have to say, that in the US, tapping the ball counts as "kicked and moved".
