Law 11 - Offside 3/30/2006

This question is a follow up to question 12409

One of the referrees mentioned to call offside as soon as the intent to receive the ball is perceived while in offside position and to not wait for the ball to actually be touched. Wouldn't that actually be jumping the gun, because another player might actually step in for ball contact before the offside player? What would be the disadvantages in waiting for actual contact in establishing 100% certainty since I thought the procedure for determining offside was to apply the offside rules while scrutinizing the pass and the contact, the pass and the contact in a pattern anyway?

Answer provided by Referee Chuck Fleischer

When more than one player is involved and one is not in an offside position the assistant referee MUST wait for the touch before flagging. The only cases I envision not waiting is a possible collision with the goalkeeper, here we would rather prevent the collision, up goes the flag without waiting until the crunch; or the offside player interfers with an opponent.
