Law 8 - Start and Restart of Play 3/25/2006

Eric of Ada, OK USA asks...

The situation during a lopsided U8 recreational game is this: Red is scoring goal after goal against blue. Due to the number of goals, there are many restarts in the center circle. I watched during two consecutive blue restarts red's star player is standing inside the circle. The ref did nothing about this either time. This violation did not change the result of the game, but I do feel it should have been addressed and told the top league official about it.

What I would have done had I been the official is not allowed the kick-off until the opponent was out of the center circle. Am I right, or is this just trifling?
