This question is a follow up to question 12410

12410 asked about a ref who ended the game prior to a free kick, when the defenders had delayed the restart.

While I agree that the ref's actions were against the Spirit of the Game, I also note that this was a tournament game. Many tournies disallow adding any time. The ref's hands may have been tied by the rules of the competition.
