Question...

15 red is a handful for the blue team and has been the target of several tackles in attempts to dispossess him of the ball in the first half. The game is fraught with tensions as the star player is noticeably limping now after a harsh tackle which you deemed reckless & showed a yellow card. Blue makes a substitution to remove the carded player and that new player immediately tackles the limping red 15 player again in a harsh reckless tackle. . The referee is confronted by angry blue players a well as the blue coach screaming about the injustice of the tackle. AS you contemplate the tackle you decided to show two yellow cards one for the tackle itself and the other for USB which was the targeting of the blue player. The red coach is now screaming it is not within the LOTG to do so? as a referee are you comfortable in explaining in the match report the reasoning & mechanics here to reduce the blue team by a player committing his first foul? ?
